Portales resident Ruth Sherrod spoke in front of the City Council to plead with them to enforce city laws regarding stray animals. She brought up complaints of accidents and incidences involving stray dogs. City Manager Don Hudson responded that although Sherrod has a right to complain, it is difficult to do anything about the problem because the officer has to witness an actual violation before he can act. Hudson also said many dogs run away when a police vehicle or dog catcher arrives on the scene.
