Jail boss: Inmates escaped through AC vent in cell

The two Roosevelt County Detention Center inmates who escaped Friday night went through an air conditioning vent in the ceiling of a cell, jail administrator David Casanova said this morning.

Casanova said jail video footage shows inmates Ruben Lozano, 42, and Stephen Phillips jumping off the roof at 9:02 p.m.

Casanova said a detention center officer found a blanket on the ground about 9:30 Friday night during a routine perimeter sweep of the facility. All inmates were locked down at 9:30, he said.

All inmates were in the jail at 8:50 p.m. Friday, Casanova said, but video shows Lozano and Phillips going into a cell shortly after that.

Casanova said other inmates “were clearly aware” of the escape while it was happening.

He said he is not yet sure exactly how the inmates punched a hole in the roof after climbing through the vent. He said he is not aware of any sightings related to Lozano since he helped Phillips obtain medical assistance.

Phillips was captured in the 300 block of East Rose after asking residents for help with an injured leg, presumably suffered in the escape.

Lozano was being held on drug trafficking charges.
 Phillips is accused of auto burglary.
