Dogs deserve better treatment

In my 26 years of living in Portales, I have never complained to any city official.

Now, I can no longer remain silent. I am appalled at the level of cruelty to animals in Roosevelt County.

As I walk my friend’s dog near Lime Street, the conditions I see bring me near tears. There are starving dogs and dogs confined with a leash for months at a time. Dogs are isolated in far comers of yards with minimal contact. What is the point of owning a dog if you are going to put it in a corner or starve it?

My own neighbors have three dogs in a tiny pen. Those dogs are so miserable they have dug underground like moles. They  cry in misery every night. Cannot something be done?

I realize law enforcement is not responsible; the homeowner is responsible. I am tired of remaining silent about this matter. Something needs to be done immediately. What is wrong with these people?
