On Friday April 23, 2010, Christopher M. Kelley, 40, of Portales was arrested and charged with 35 counts of Sexual Exploitation of Children by Possession, a fourth degree felony, and 17 Counts of Sexual Exploitation of Children by Manufacturing, a 2nd degree felony.
An investigation began in November 2009 when a specifically named computer began downloading known videos and images of child pornography using unsecured wireless internet connections in the Portales area.
The videos and images were of children and are known Victims on file with the National Center for Missing and Exploited Children.
Several businesses and a residence was the target of such downloads which led to a residential search warrant in November.
During that search warrant forensic examiners learned that a computer with a specific name was accessing an unsecured wireless router at the residence.
A forensic examination on the residences computers revealed no videos or images of child pornography.
While at the residence a forensic examiner logged into the wireless router and verified that the specifically named computer was accessing the wireless router which had a range of approximately 300 feet
On 04-13-10 a customer at the Dawg Houze bar in Portales observed a laptop computer unattended and viewed the laptops screen.
While viewing the screen the customer observed what they believed to be a pornographic video involving a child.
Following a witness interview a Mr. Kelley was identified as the owner of the laptop and a search warrant was obtained for his residence.
During execution of the search warrant several computers were seized as well as other internal and external hard drives.
During a forensic examination on the evidence Deputies seized multiple videos and images, as well as a folder matching the specific name.
The videos and images were of known Victims on file with the National Center for Missing and Exploited Children.
Due to the evidence obtained an arrest warrant was issued Friday afternoon for Mr. Kelley.
Mr. Kelley was arrested and is being held on a $100,000 cash only bond at the Roosevelt County Detention Center.
