Garland Tipps, 84 Garland E. Tipps, Ph.D., 84, of Portales, died Sunday, June 15, 2003, at his home. Funeral services are scheduled for 2 p.m. on Friday, June 20, 2003, at Central Christian Church in Portales. Burial will follow in the Portales Cemetery. Arrangements are by Wheeler Mortuary of Portales. Services are pending.
